The Founding Interim Acting President of SISCAD, Reverend Commissioner Chase Neil, has launched The Sovereign Independent State of the Caribbean Diaspora Youth Movement (TSYM), which aims to promote SISCAD and carry out charitable works and outreach/development programmes in the name of SISCAD.

According to Rev. Commsr Neil, "Our young people are an integral part of our citizenry. It is they who must take over from us when we are gone, and in the present, they possess youthful energy to bring to our work of uniting and developing the Caribbean. We will do well to include them and to learn from them."

TSYM seeks to do its work by integrating and uniting Caribbean nationals and descendants of age 16-40 years all over the world in a similar governance structure to SISCAD, including Local Chapter national executive bodies, Local Junior Parliaments and a global Executive Council and Diaspora Parliament to achieve the following aims and objectives:

  1. To educate the citizens of the Caribbean and the diaspora about the need for reform, unification and liberation from colonial policies, and promote the philosophies, objectives and operations of SISCAD and TSYM;

  2. To promote and facilitate social and intellectual upliftment, personal and career development, financial literacy and empowerment, and civic knowledge and awareness among Caribbean nationals, especially among young people aged 15-40 years, in particular;

  3. To identify, vet and appoint suitable candidates for steering or acting positions in a SISCAD acting/interim government or/and legislature until such time that SISCAD is sufficiently established as per the Constitution of SISCAD;

  4. To advocate on behalf of the Caribbean people and diaspora, especially for young people aged 15-40 years of age, before national governments and relevant agencies and organizations;

  5. To collaborate with governments and international and local organizations for the welfare and development of the Caribbean people;

  6. To build and support TSYM Local Chapters in countries in which Caribbean nationals and diaspora are to be found;

  7. To assist in promoting, building and supporting National Liberation & Unification Parties (NLUPs) as defined in the Constitution of SISCAD in countries of the Caribbean;

  8. To plan and execute projects and outreach activities to alleviate the conditions of young people living below the poverty line.

President Rev. Commsr Neil outlined his plans to start with building a Chapter Executive for the Jamaica Local Chapter, then supporting that Executive in conducting a call for applications for Members of the Local Junior Parliament, vetting the applicants, and carrying out national elections for the Local Junior Parliament, before doing the same in other Caribbean countries.

"We see what is happening in Haiti and Niger. We see the corruption evident in Jamaica and other Caribbean countries. It is time to create a system of accountability, good governance and optimum progress for the people right across the region as an example and foundation for the rest of the oppressed peoples of the world.

"Even as we do outreach works in communities, give back and try to do some good, bring relief and assistance to those who need it, we must not lose sight of the fact that our common troubles are largely caused by bad governance. So we do good on the ground as we try to bring in a new way of conducting responsible politics, so that all may benefit. This is what SISCAD is for, and this is what The SISCAD Youth Movement will realize... and who better to help ensure their best future but our young people?" Rev. Commsr Neil reasoned.
